TUNE control at peak setting?
Antenna controls or other controls peaked or properly set?
Correct control settings.
Step 3. Check antenna position.
Vary the antenna position for maximum signal. Remove obstructions.
Step 4. Incoming signal really is weak. Such a signal is usually buried in noise.
