The FUSE does not affect battery operation.

Replace discharged batteries as instructed in paragraph 2-6a. Check the fresh batteries.

Be sure the batteries are installed in the proper direction. Each battery installed backwards is like

having two dead batteries. Installing batteries backwards should not normally damage either

receiver.
